The Grenada Citizenship by Investment Program (CIP) was legislated into Grenada’s Citizenship Act in 2013. It grants prospective investors and their families the opportunity to become a Grenadian citizen in exchange for an investment starting from $235,000, which includes a non-refundable contribution to the state fund or purchasing real estate in a government-approved project.

These investment opportunities have been established as ways for Grenada to improve its social and economic growth. Grenadian citizenship comes with several benefits, including visa free travel to over 140 countries, favorable taxes, and the chance to apply for the US E-2 investor visa.

Grenada Citizenship by Investment Overview

Historical context

The Grenada citizenship by investment program introduced into Grenada nationality law through the Grenada Citizenship by Investment Act No. 15 of 2013, allowing foreign nationals to get Grenada second citizenship by making a foreign direct investment to propel the country’s socio-economic progress.

The Grenadian government has identified two investments considered adequate for advancing the country’s objectives: A state fund contribution and an approved property investment. The value must meet the minimum investment threshold, which is $235,000 for the government fund contribution and $270,000 for real estate investments, to meet Grenada citizenship by investment requirements and obtain citizenship.

For international transparency and the management of fund donations, the National Transformation Fund (NTF) was formed to allocate resources strategically toward various national development initiatives and local projects, such as infrastructure projects, healthcare expansion, education programs, environmental conservation efforts, and socio-economic welfare programs.

The Investment Migration Agency Grenada (IMA) – previously the Citizenship by Investment Unit – is the government authority tasked with overseeing and regulating Grenada’s CBI program in accordance with the Nationality Act and standards set by governmental entities such as the Organisation for Economic Co-operation and Development (OECD).

Pros and Cons of Grenada Citizenship by Investment

Any citizenship by investment program will have its advantages and disadvantages, and the Grenada Citizenship by Investment Program is no different. It’s up to you to determine whether the pros outweigh the cons and meet the requirements of your personal circumstances.

Pros

Visa options

While all Caribbean passports offer visa free access to over 140 countries, not all of them include China and Russia on their list of visa free countries. The Grenadian passport is strong, ranking 74th on our Global Passport Index and providing a citizen of Grenada visa free access to China, Hong Kong, Russia, Singapore, the Schengen Area, and the UK.

Visa-free travel

While all Caribbean passports offer visa-free access to over 140 countries, not all of them include China and Russia on their list of visa-free countries. The Grenada passport is strong, ranking 74th on our Global Passport Index and providing visa-free access to China, Hong Kong, Russia, Singapore, the Schengen Zone, and the UK.

Weather

Many Caribbean countries experience hurricane season, but this is not the case for Grenada. Its ideal location outside the Hurricane Belt makes it less vulnerable to extreme weather conditions and safer than other Caribbean countries.

Cons

Limited investment options

Grenada's citizenship program offers two investment routes to acquire citizenship in Grenada: A contribution to Grenada's National Transformation Fund or a property investment. This can feel limiting to investors, particularly when compared to other Eastern Caribbean states that offer additional investment routes, such as business investment and government bond acquisition.

Cost

Compared to some of the other Caribbean CBI programs, Grenada's NTF option minimum contribution of $235,000 and $270,000 for investing in real estate is high. However, this is still a more affordable option than the St Kitts and Nevis investment program.

Grenada CBI vs other Caribbean Programs

The Grenadian CBI program is one of five Caribbean second citizenship programs.

  • Dominica: The cheapest economic citizenship for a solo applicant and cheapest for real estate investments
  • Antigua and Barbuda: The most affordable program for a family of four or more.
  • Grenada: The only Caribbean nation offering eligibility for the US E2 Visa Program
  • St Kitts and Nevis: The first country in the world to establish citizenship by investment. It provides the most powerful Caribbean passport by investment.
  • St Lucia: Offers the most investments, including a $250,000 investment in infrastructure projects.

Grenada Taxes for New Citizens

Foreign nationals who obtain new citizenship in Grenada access a favorable tax framework. Grenada imposes no global income, capital gains, inheritance, or wealth taxes.

Grenada tax rates are as follows:

  • Income tax is 10 to 28 percent
  • Grenada VAT (Value-added tax) is fixed at 15 percent.
  • The business and corporate tax rate is 30 percent of net profits.
  • Stamp duty for sellers is 5 percent for Grenada citizens and 15 for foreign nationals. Buyers pay 10 percent.
  • Annual property tax is 0.2 to 0.3 percent.

About Grenada

Grenada-real-estate-services

Grenada is famous as the ‘Spice Island’ of the Caribbean region. It is also one of the few places in the world where chocolate is produced from bean to bar and is home to five chocolate factories.

With a population of about 124,000, the country of Grenada consists of three islands: Grenada island, Carriacou, and Petite Martinique. As a former British colony, Grenada’s official language is English. The Grenadian Creoles, namely French and English, are also widely spoken.

The island offers breathtaking natural landscapes, a stable political climate, a growing economy, a strategic location, and plenty of investment opportunities. It also has plenty of waterfalls, such as Annandale Waterfall and the Seven Sisters Falls, located in the Grand Etang National Park.

Grenada is politically stable, with long-standing democratic processes and continuing development. With many pro-business policies to attract foreign investment, its economy has benefited significantly, thanks to its agriculture, renewable energy, and tourism sectors.
