Traveling to US Territories in the Caribbean

US-Virgin-Islands

While the Caribbean consists of primarily sovereign nations, the United States has two territories in the Caribbean region: The US Virgin Islands and Puerto Rico. These islands allow American citizens entry without a passport. Additionally, Green Card holders do not need passports to travel to the US Virgin Islands or Puerto Rico. 

Puerto Rico 

Puerto Rico is the largest island territory of the United States and offers direct travel to cities throughout the US mainland. American citizens and lawful permanent residents living in the United States can travel to Puerto Rico and gain entry with their national ID, such as a driver’s license. 

US Virgin Islands 

As an American national or Green Card holder, all the US Virgin Islands of St John, St Croix, St Thomas, and Water Island are accessible without a passport. Permanent residents and citizens traveling from the United States can use an official photo ID to gain entry and enjoy the islands’ turquoise waters. 

Does the mode of travel determine whether I need a passport to enter Caribbean islands?

Air and sea are the two primary modes of international travel in the Caribbean. A Caribbean cruise is a common choice for travelers seeking to explore multiple Caribbean islands in the region in a single trip, offering the convenience of visiting diverse islands with ease and comfort. 

Air travel in the Caribbean 

You typically require a passport to go to the Caribbean; citizens of certain countries may be allowed to enter without a passport due to territorial boundaries and bilateral agreements. Airlines such as Jet Blue, American Airlines, and Delta Air Lines run daily flights to Caribbean countries from key cities like Miami, Atlanta, and New York. 

As a US citizen or Green Card holder traveling to a US territory, you can present your national photo ID card; however, travel to other Caribbean nations will require a valid passport. 

Sea travel in the Caribbean 

When traveling to the Caribbean by sea, you have two options for a Caribbean cruise: A closed-loop cruise and a standard cruise. 

Closed-loop cruise  

A closed-loop cruise is a cruise that sets sail from and returns to the same US port. A passport is not required for US citizens if the cruise originates and concludes in a US port or city. 

Travelers can use identity documents that comply with the requirements of the Western Hemisphere Travel Initiative (WHTI). The initiative allows US and Canadian citizens to use the following documents to travel on closed-loop cruises: 

  • Passports 
  • Passport Cards 
  • Trusted Traveler Cards 
  • SENTRI (Secure Electronic Network for Travelers Rapid Inspection) 
  • NEXUS 
  • FAST (Free and Secure Trade) 
  • Government-issued photo ID and proof of citizenship 

Before embarking on your cruise, verifying with whether you need to present your passport is crucial. For international travel on closed-loop cruises, some cruise lines require more documents than others. 

Standard cruise 

Standard cruises either originate and terminate at non-US ports, start at a US port and conclude at a foreign port, or commence at a foreign port and finish at a US port. Like air travel, cruise lines require passengers to present their valid passports. 

Trusted travel programs 

Trusted Traveler Programs (TTP) are risk-based travel programs that allow entry of pre-approved travelers to specific countries. Applicants are vetted and must meet the program’s criteria to qualify. 

As a member of one of these programs, you have similar requirements to closed-loop cruises when visiting the Caribbean. In other words, you may not always need a passport. 

Documents US citizens can use to travel without a passport

US citizens without passports can travel to US territories with the following documents: 

  • Trusted traveler program card 
  • Passport card 
  • US driver’s license or ID card with biometric data 
  • Government-issued tribal ID card 

Do children need passports to travel to the Caribbean? 

Traveling with minors requires guardians to provide proof of citizenship by presenting one of the following: 

  • Birth certificate 
  • Naturalization certificate 
  • Passport 
  • Passport card 

You must also prove your legal guardianship of the child. If another adult shares parental responsibility for the child, you must travel with a notarized agreement from them. 

EU Citizen Passport Requirements for the Caribbean

Several French and Dutch Caribbean islands allow EU citizens to visit without a passport. EU nationals do not need a passport to enter the French territories of Guadeloupe, Martinique, and St Barth. A passport is not required to visit the Dutch islands of Bonaire, Sint Eustatius, and Saba. 

EU citizens can visit these destinations with an official ID card, such as a national ID card or an enhanced driver’s license. Additionally, US and Canadian citizens do not need a passport to access the Dutch islands of Bonaire, Sint Eustatius, and Saba. 

Travel with Caribbean Citizenship

Acquiring second citizenship in a Caribbean country is the easiest way to travel the region without a passport. Several regional agreements in the Caribbean allow visa free and passport free entry to citizens of member states. 

Antigua and Barbuda, Grenada, Dominica, St Lucia, St Kitts and Nevis, and St Vincent and the Grenadines form the Organisation of Eastern Caribbean States (OECS), which allows citizens freedom of movement and access without a passport. 

Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, and St Lucia are five Caribbean countries with citizenship by investment programs, allowing US citizens and foreigners worldwide to gain Caribbean citizenship by investing in their economies. Second passport holders can benefit from traveling to other Caribbean countries without a passport requirement. 

Dutch citizens with local ID cards from Curaçao, Sint Maarten, or the Caribbean Netherlands (Bonaire, Sint Eustatius, and Saba) can travel between these countries and islands without a passport.

All travelers visiting the Bahamas must have a valid passport. The Bahamas entry requirements include presenting a passport with at least six months of validity and two blank pages. Travelers arriving on closed-loop cruises from the United States can enter the Bahamas with documents such as a national ID Card or a Trusted Traveler Card. 

All travelers need a passport to visit Jamaica by air. Travelers arriving on a closed-loop cruise itinerary from the United States can travel to Jamaica with their national ID Card, passport cards, or other forms of identification accepted by the Western Hemisphere Travel Initiative (WHTI). 

Birth certificates alone are not sufficient travel documents to travel to Caribbean countries that don’t require a passport. Visitors can combine their birth certificates with a passport card to travel to Caribbean islands. 

A closed-loop cruise overseen by the Western Hemisphere Travel Initiative (WHTI) allows passengers to disembark without their passport, provided they’ve presented an alternative form of identification accepted by the cruise line.
